Amazon Payments can only be used for making payments for purchases made on the registered third party seller sites. This means that the website from which you want to purchase the item must accept payments via Checkout By Amazon.

Powered By Amazon is not the same as Checkout By Amazon, therefore orders placed on websites, which are powered by Amazon, are not covered by Amazons' A-Z Guarantee. These order will not be processed in Amazon Payments system and will be processed by that particular website.
